North Judson Town Council Receives Update on Wastewater Project

The water project in North Judson is wrapping up just as the wastewater project is getting started.

As previously reported, this project will involve the installation of a new sewer dedicated to storm water, rehabilitation of the existing wastewater collection system and upgrades to the wastewater treatment plant will also be made. 

CommonWealth Engineering Intern Sarah Prizio came before Town Council members last Monday to give them an update about where the project stands.

She noted that Division A, the sewer separation, still hasn’t mobilized but some behind the scenes prep work is being done to prepare for that.

However, Division B has mobilized and crews will start working on the site in the coming weeks. She presented them with a pay application related to mobilization and the associated bonds for that portion of the project. She noted that it totaled $53,690.20 with retainage amount of $2,825.80.

That pay application received unanimous approval from the council.

North Judson Town Council Receives Project Updates from CommonWealth Engineers

Updates over the Town of North Judson’s water and wastewater projects were provided at Monday night’s council meeting.

CommonWealth Engineering Intern Sarah Prizio told officials that the wastewater project is currently out to bid. She said contractors have the chance to review the project and contact officials with any questions.

She noted that the bid opening date was moved.

Prizio explained, “In order to get better bids and more bids, we pushed bid opening from today until next Monday, the 13th. A: it gives everybody more time and B: it doesn’t negatively affect our schedule.”

She then moved onto the water project update, noting that the well project at Norwayne Field is nearly complete for now. Prizio said a part is supposed to come in around June 10th. It will be installed at that time and then they will work on-site restoration.

She added that the contractors are aware of the Mint Festival Father’s Day weekend and are expecting to have the site presentable by that time.

The water tower rehabilitation projects were also discussed. Crews are currently working on the West Water tower.

Prizio explained that they’ll be sand blasting off the old paint and repainting the tower over the next few weeks. She said the schedule calls for crews to remove the containment system around the beginning of June. They’ll then disinfect and fill the tank by the 17th of June.

She said they’ll start on the downtown tank after the Mint Festival.

While only text will be featured on the West Water Tower, the downtown tower will have a more detailed design that includes the phrase “Home of the Bluejays” as well as a picture of the mascot.

NJ Town Council Updated on Water and Wastewater Projects

North Judson Town Council members were given an update about their water and wastewater projects when they met Monday night.

CommonWealth Project Engineer Rob Bellucci provided members with a print-out of draft minutes from the first water project construction meeting that was held last week. He noted that it provides a snapshot of what’s been done up to this point.

He also gave members updated schedules and noted that they will begin to see some mobilization on the water project soon.

The contractor who is responsible for the well and some of the miscellaneous pipe work in and around the water plant will be moving trailers in by the end of the week.

Bellucci added the well driller and the water tower contractor are planning to mobilize within the first week of April.

Meanwhile, on the Wastewater project, Bellucci said that all necessary documentation has been submitted to the USDA. He explained that approval was received from the state and now they’re just waiting to get the green light from the federal level in order to move forward with taking that project to bid.

Bellucci reminded officials to contact him if any public concerns arise so project officials can address the issue as soon as possible.

North Judson Town Council Meets Tonight

North Judson officials will continue talks over the potential new designs for the town water towers when they meet tonight.

Members will also be updated on various other aspects of the Water and Wastewater Projects.

The 2019 comprehensive plan will be covered this evening and service agreements with KIRPC and HWC Engineering will be considered.

Specifications and the bid advertisement for this year’s cemetery mowing services contract will be discussed and update over the Town Superintendent hiring process will be provided.

The meeting will be held in North Judson Town Hall at 6:30 p.m.

NJ Town Council Establishes Way to Cover Preliminary Project Costs Prior to Bond Issuance

North Judson Town Council members considered a couple of ordinances Monday night related to the future water and wastewater projects.

Since the Town won’t be issued bond funds until the start of next year, officials have to establish a way to pay for preliminary project costs in the meantime.

Clerk-Treasurer Andrew Rowe and Town Attorney Justin Schramm recently consulted with the town’s bond counsel and financial advisors. They were told that about $100,000 will be needed for preliminary costs related to the water project and $250,000 is estimated to go toward initial costs related to the sewer project.

Schramm explained that one ordinance before the council would allow an interdepartmental loan transfer. Essentially, this permits the council to transfer up to $100,000 from the Cumulative Railroad Revenue Fund and use it for the water project. He said the ordinance specifies that they have five years to put the money back but they won’t need all that time since they’ll receive the bond money in less than a year.

Clerk-Treasurer Rowe added that to pay for a portion of the sewer project, there’s a chance they will utilize some money from the General Fund. However, if it starts to deplete the fund too much, he said they may acquire some bond anticipation notes. Those would allow them to borrow the money, with the promise that the funding source would be reimbursed once the bond sale goes through.

Additionally, members considered an ordinance creating separate funds for both projects; a Water Construction Fund and a Sewer Construction Fund. Money will be transferred into and expended out of these accounts as CommonWealth Engineers and other entities involved in the process start to bill the Town for various aspects of the projects that are conducted prior to the bond issuance.

Rules were suspended so each ordinance could be considered on all three readings. They both passed unanimously during Monday’s meeting.
