The North Judson-San Pierre School Corporation is reaping the financial benefits of some energy-saving projects that were completed in 2017 and 2018.
Kirby Dipert from Lockheed Martin Energy, the company that administers NIPSCO’s energy efficiency programs, presented school officials with a check for $129,943.37 when they met Tuesday night.
That amount represents the cost savings reached through a few different projects including a boiler replacement at the end of 2017 and a transition to LED lighting that was completed this year.
Dipert explained that overall, the corporation was able to see more than one million kilowatt hours saved per year. He added that the corporation also utilized less gas, with approximately 50,000 therms saved.
Zupin thanked project officials from the engineering firm Fanning Howey since they took energy savings into account during the bidding process. Maintenance Director Wilbur Collins was also recognized by Superintendent Zupin, as well as by Dipert, for his diligence and dedication during the application process. Dr. Zupin added while the whole thing was a collaborative effort, Collins played an integral role in ensuring the school saw those savings.

NJ-SP Superintendent Highlights Coordination Between Police Department and School Corporation

A few of the ongoing collaborative efforts between the North Judson-San Pierre School Corporation and the NJPD were highlighted at Tuesday night’s school board meeting.
When board members approved the schools’ new metal detector policy, Superintendent Dr. Annette Zupin explained that Town Marshal Kelly Fisher recently provided training to her and the other administrators.
Dr. Zupin indicated that while it is useful to have the training required for when reasonable suspicion calls for a search, a consistent police presence can also help create a safer environment.
Zupin told members, “I do want to emphasize the local police officers are here on a regular basis. They are welcome to come in our school, they do not have to call and they do that often.”
Zupin went on to mention another way that law enforcement will play a key role in school safety at NJ-SP. She noted, “They will also be trained in using our video surveillance that’s new on a phone app so they should have access to that.”

Starke County Council Holds Budget Hearings

The Starke County Council members held several public hearings on budgets during their meeting on Monday night.
Charles Weaver, who is the legal representative for the Starke County Airport Board, said the airport budget is $1,777,921.
“We have to replace the card reading system for all fueling facilities,” said Weaver. “I think we’re pretty close to last year. Our total appropriation went up about $17,000. It’s pretty consistent to where we’ve been in the past.”
In addition, he said the airport board members recently signed a grant with the FAA to complete the runway extension project. There are also plans to apply for federal dollars with no match to triple the size of the aircraft apron. Another future project is to upgrade the T-hangars.
North Judson-San Pierre Corporation Business Manager and Treasurer Guy Richie and Superintendent Dr. Annette Zupin presented their total budget of about $12.1 million during a public hearing. Richie mentioned that there is a decrease of $200,000 in the 2019 budget compared to 2018. No public comment was given.
The Solid Waste Department 2019 budget of about $219,000 was also brought forward for public comment. Starke County Environmental Management Director Carrie Trent-Kuchel said one line item was increased.
“We just increased the recycling line item from $13,800 to $24,000. They are look at putting in a building and bins at the site [at the county highway garage] to control all of the illegal dumping,” commented Trent-Kuchel.
No public comment was given.
The newly-formed Koontz Lake Conservancy District will have an initial budget of $203,000 which will not exceed 16.5 cents of $100 of assessed valuation. The district’s purpose is to improve conditions in and around Koontz Lake. Once it becomes an elected board in a few years, the members will submit their own budget without going through the county process of budget adoption and public hearings. No public comment was given during the public hearing for the district’s budget.
All budget adoptions are scheduled during the county council meeting on Oct. 15.

North Judson-San Pierre Superintendent Dr. Annette Zupin issued her annual call-out for Bluejay Strategic Planning Group members at Tuesday night’s school board meeting. She provided a bit of information about what the expectations of the group are.
Zupin shared, “The purpose of the group is two-fold; one is to have positive communication between school and community but they also are our parent and community group for all of our plans.” She continued, “If you remember our corporation’s strategic and accountability, our wellness plan, our tech plan, they serve as that community piece.”
Interested individuals can sign up by visiting the North Judson-San Pierre school website. Under the words “I am” select the ‘community member’ tab and then click on the ‘Bluejay Strategic Planning Group’ link. It will lead you to a letter with more information as well as the necessary application.

The Starke County Council will be considering the proposed 2019 budget for the North Judson-San Pierre Community School Corporation at their next meeting.
When NJ-SP School Board members met Tuesday evening, they approved a motion to submit the budget to county officials. Superintendent Dr. Annette Zupin explained since they have to provide the document to the county council members since the school board is appointed. The Starke County Council will meet on Monday, September 17th.
In addition to approving the budget submission, school board members also permitted a “notice to the taxpayers” to be advertised. The notice will simply inform the public about a hearing that will be held over the Capital Projects and Bus Replacement Plans.
The hearing will be held during the school board’s next meeting on Tuesday, September 18th.

North Judson-San Pierre will be taking one of the final steps to secure the school’s $1.1 Million General Obligation Bond tomorrow. Superintendent Dr. Annette Zupin informed school board members met last week that the bond closing will be on Tuesday, June 26th.
As a reminder, this bond will take the place of the 2006 bonds that will soon be retired. Replacing the 2006 bonds that are about to fall off with this G.O. bond will allow for the levy and the school’s current rate to be unaffected.
Superintendent Dr. Annette Zupin has mentioned in past meetings that about $400,000 of the bond money will be used to purchase new technology devices. Another $100,000 dollars will be spent to enhance safety and security. The remaining money will be set aside for future repairs and projects as well as potential upgrades to the elementary school building.

NJSP Officials Seek Public Input for Video Project Highlighting School Corporation’s History

The North Judson-San Pierre School Corporation wants to share your stories!
Superintendent Dr. Annette Zupin recently shared that students and staff at NJSP are currently working to create a video that will celebrate the pride and history of North Judson-San Pierre. She said it’s important to recognize that the individual history of our North Judson Schools and the individual history of San Pierre Schools helped mold the corporation into what it is today.
She said they’re looking for artifacts, memorabilia or stories about North Judson Schools, San Pierre Schools, the consolidation or accounts of historical events that could be included in their video documentation of the school community.

North Judson-San Pierre Corporation Treasurer Guy Richie presented board members with tax anticipation warrant bids during Tuesday night’s meeting. Richie explained that the corporation advertised for the $230,000 that needs to be borrowed for the capital projects plan and two bids were received.
Richie told board members, “One was from Centier Bank at 2.24 percent and the other from our local First National Bank of Monterey at 1.5 percent so it is my recommendation that the board approve the First National Bank of Monterey at 1.5 percent.”
The board members unanimously approved the treasurer’s recommendation.
Additionally, as a formality, members granted Treasurer Richie permission to balance accounts before the end of the year to ensure that none are at zero or below and allowed him to pay any additional claims that may come up before the first school board meeting in January.

The Indiana Department of Education does an annual student count in schools and their findings are used to determine state funding. When the average daily membership count took place at North Judson-San Pierre on Friday, September 15th, the ADM count was 1,031 students. Superintendent Dr. Annette Zupin said that for the first time in about 10 years, the school corporation saw an increase in their enrollment figures.
The school corporation had six more students enrolled than last year. Dr. Zupin stated that even though six more students may not seem significant, it points to progress and indicates that they are seeing some stability.
Vice President of the board, Derrick Staulbaum, mentioned that the additional students will result in approximately $42,000 more in state funding.

Projects Can Move Forward After Resolutions Receive NJ-SP Board Approval

Two resolutions were passed Tuesday night that will allow the North Judson-San Pierre School Corporation to move forward with their lease rental bond project. The resolution approving the form of lease agreement and the resolution approving the issuance of series 2017 bonds received unanimous board approval.
Attorney Thomas Peterson explained that the resolution approving the form of lease agreement authorizes officers to sign the lease that has been before them since June. Before they could sign the lease, the board had to follow proper protocol, such as holding a public hearing over the lease agreement. Peterson mentioned this was one of the final formalities involved in the process.
The next resolution that came up for approval was the issuance of series 2017 bonds. Peterson said that for federal tax purposes, this resolution designates that the bonds will be issued through the building corporation on the school’s behalf.
“The building corporation is the one that actually issues the bonds and they use the monies that the school corporation pays under the lease agreement to pay the principal and interest on those bonds.” Peterson said, “For those bonds to be tax exempt, you as a governmental unit have to approve their issuance by the building corporation.”
Superintendent Dr. Annette Zupin explained that the building corporation serves as an intermediary between the school and money lenders. School corporations often utilize a building corporation, a separate legal entity, in order issue additional financing for major projects.
In her superintendent’s report, Zupin provided a schedule outline for the lease rental bond project. An initial planning meeting will be held August 29th. In September, they plan to finalize the schedule, procurement approach and initial design review. An interim design review will be held in October and a final design review will take place in November. In December they shall issue bid documents.
In 2018 they will receive bids in January, begin construction some time in the spring depending on access and weather and they are estimating construction completion by the fall of that year.
The lease rental bond project proposes approximately 5.6 million dollars worth of renovations including the installation of a secure entrance, electronic access control and video surveillance, H-VAC replacement, duct cleaning, exterior renovations, pool re-purposing and tennis court construction.

Starke County Council to Hold Public Hearing Tonight on North Judson-San Pierre Budget

A public hearing on the North Judson-San Pierre School Corporation’s proposed 2018 budget will be held during tonight’s Starke County Council meeting.
Council members will also expected set a pay rate for a part-time Emergency Management Agency director. The position is currently open, after Jacob Lippner was fired by the county commissioners back in May.
This evening’s Starke County Council meeting starts at 5:30, followed by the Starke County Commissioners meeting at 6:00. The commissioners are scheduled to hear from Highway Superintendent Rik Ritzler about a county-wide sign and speed limit ordinance, the installation of ADA-compliant ramps, and paving the Annex Building parking lot.
Additionally, Coroner Dannie Hoffer is expected to continue discussing the cost of autopsies with both the council and commissioners. Last month, he said his autopsy budget took a hit, due to accidental overdose cases. Both groups will also get their monthly update from the Starke County Economic Development Foundation. Both meetings will be held in Starke County Annex Building No. 1.

Elementary school registration for students in kindergarten through sixth grade will take place Monday, July 31 through Friday, August 4 from 9:00 a.m. to noon and 1:00 to 3:00 p.m. Junior-senior high school registration will be held Friday, August 4 from 8:00 a.m. to 3:00 p.m. and Monday, August 7 from noon to 7:00 p.m.
Superintendent Annette Zupin told the school board Tuesday most returning students have already registered. “Both schools did a mailing registration, so most of our students have registered via mail,” she explained. “So new students need to come in, or students who need to change information or who did not register via mail. They can come in.”
Elementary school “Meet Your Teacher” nights are August 7 and 8. Seventh grade orientation will take place August 8 at 5:00 p.m. The first day of school is Thursday, August 10.

North Judson-San Pierre Encouraged by Early Enrollment Numbers

Enrollment is looking promising at the North Judson-San Pierre School Corporation.
Superintendent Annette Zupin told the school board Tuesday the corporation ended last school year with 1,050 students. So far, 1,029 are signed up for the upcoming year, and that number is expected to go up when new student registration gets underway. “I do know that our kindergarten class right now is 71,” she said. “We have four sections. From what the teachers have told me, historically, you get five to 15 more. So I’m not going to the bank with that, but we’re encouraged.”
If those expectations are met, that would put the size of the incoming kindergarten class on par with last year’s senior class. Zupin added that the elementary school may consider adding a fifth kindergarten section, if necessary.
Meanwhile, she said the corporation is still in the process of hiring teachers for the upcoming year, but she’s happy with the ones they have so far. “Now I will say, we have hired two science teachers at the junior/senior high, one this month and one last. Those are difficult to fill, and I know some neighboring schools are having difficulty,” Zupin said. “So I feel pretty fortunate that we were able to solidify those hires.”

If those expectations are met, that would put the size of the incoming kindergarten class on par with last year’s senior class. Zupin added that the elementary school may consider adding a fifth kindergarten section, if necessary.
Meanwhile, she said the corporation is still in the process of hiring teachers for the upcoming year, but she’s happy with the ones they have so far. “Now I will say, we have hired two science teachers at the junior/senior high, one this month and one last. Those are difficult to fill, and I know some neighboring schools are having difficulty,” Zupin said. “So I feel pretty fortunate that we were able to solidify those hires.”
Elementary School Principal Julie Berndt hopes to wrap up teacher interviews in her building this week.

N.J.-S.P. School Board Moves Toward Bond Issue for Renovation Project

The North Judson-San Pierre School Corporation is moving ahead with a $5.5 million renovation project.
To pay for the upgrades, the corporation will be issuing bonds. As part of that process, the school board met in special session Tuesday to approve several resolutions, as required by law. “Basically, what we have adopted is the resolution to enter into a project that’s over a million dollars,” explains Superintendent Annette Zupin. “We have entered into a lease agreement for the $5.6 million over the seven-year period, and then also a resolution to reimburse for expenditures.”
That reimbursement resolution would allow the corporation to address some of the items on the project list before the bonds are issued, should an emergency arise. The corporation would then be reimbursed once the bonds are sold.
The bulk of the work would take place at the high school building. It would get new carpeting, LED lighting, and roof repairs.
Zupin says no comments were offered during a public hearing Tuesday, but the project architect, financial adviser, and bond counsel were on hand to review the project. Zupin stresses the the work will not affect property tax rates, as it can be done within the corporation’s existing debt service.
For now, residents have 30 days to file a petition objecting to the plan. After that, Zupin says the corporation can begin working on the financial documents.

The North Judson-San Pierre School Corporation hopes to save its employees some money on health insurance premiums.
The school board last week ratified the corporation’s decision to switch to United Healthcare, at the recommendation of Superintendent Annette Zupin. “We have been shopping for better rates,” she explained. “If we stayed with our current plan, our employees would experience a 24-percent increase in their premiums, on top of the 15-percent increase from last year, and we knew we could not do this. So we have been working with a broker, and our broker worked very hard and found us other options.”
Zupin thanked teachers and staff members for filling out their paperwork quickly, allowing the corporation to meet the June 1 enrollment deadline.

The North Judson-San Pierre School Corporation continues making preparations for a $5.5 million improvement project at the corporation’s three buildings.
As part of that process, Superintendent Annette Zupin says members of the public will have another chance to weigh in on the proposal next month. “We have had the tours. We’ve had work sessions. We’ve had meetings regarding these projects,” she told the school board Tuesday. “Now what’s going to happen is we have our regular meeting in June. That’s just a regular board meeting. The week after that, June 27 at 7:00, we have what’s called a 1028 preliminary determination hearing.”
She says such a hearing is a required step for projects of this size. “At that meeting, the Board of Education for North Judson-San Pierre School Corporation will consider the resolution for to construct the project,” Zupin says. “They will consider the preliminary determination resolution to issue the bonds, and that will be for the $5.5 million over seven years. So that would be part of your resolution.”
School board members will also consider a reimbursement resolution. “[It] would allow us to pay any preliminary costs related to the project in advanced of receiving the bond proceeds,” Zupin explains. “Now that reimbursement resolution is required by federal tax law when we enter into a project such as this.”
During Tuesday’s school board meeting, Zupin also recommended that board members proceed with the optional upgrades listed in the project plan for the high school. “We did talk about three options that we could take out or leave in, and those were the pool and the tennis courts and the temperature control,” she explained. “I believe it’s in our best interest to do them all. I think those temperature controls are important. I also think that the pool and the tennis courts are important for our students and our community.”

N.J.-S.P. Adds Additional Math and English Instructional Time

The North Judson-San Pierre School Corporation is taking significant steps to raise standardized test scores for 7th and 8th grade students. Junior/Senior High School Principal Jim Polite told the school board Tuesday they will expand math and English/language arts offerings during the school day.
Classes will meet for a period and a half each, which amounts to roughly 75 minutes per day of math and of English/language arts instruction.
Polite says N.J.-S.P. students are capable of learning, but they need some extra time to absorb the subject matter. He hopes catching them when they start junior high will close the achievement gap quickly. Additionally Polite says there’s more scheduling flexibility in the younger grades. The state requires high school students to have a certain number of credits in order to gradate. Polite says focusing on students in the middle grades will help them obtain the tools necessary to be successful in high school.
He adds classes will be smaller, as students will be grouped based on their achievement level. “High level” students are ones with demonstrated ability in one or both subjects, while “mid-level” are performing at their grade average. Students who are struggling and may need some extra help will be in a class that’s team taught by a general teacher and one accredited in special education.
Polite says students will still take agriculture, health and physical education, band and choir classes in junior high. The only class that’s being dropped is art for 8th grade students.

Residents of the North Judson-San Pierre School Corporation are invited to go through the buildings prior to a Tuesday evening school board work session to discuss future projects.
Maintenance Supervisor Wilbur Collins will offer a guided tour of the facilities and discuss needs. Anyone interested in taking part should meet in the high school cafeteria at 5:30 p.m. Tuesday.
The school board will meet at 6:30 p.m. in the junior/senior high school media center for a work session to discuss proposals and review the corporation’s strategic plan. That meeting is open to the public, but no formal action can be taken.
Superintendent Dr. Annette Zupin previously said the board will formally discuss the preliminary project scope, tax impact, which should be zero, and potential financing options at that meeting. She adds the bond for the auditorium project is almost paid off, which will allow the corporation to maintain the debt service rate and take care of some other needs on the campus.
A special called community meeting will take place later this month at the auditorium to provide more information about estimated costs and savings and get community input with regard to the proposals.
