The Starke County Election Board members previously received notification that the Department of Local Government Finance approved the wording for the Culver Community Schools referendum question for North Bend Township voters on the November General Election ballot. This week they officially accepted the wording to be included on the ballot.
The question reads:
“For the eight (8) calendar years immediately following the hold of the referendum, shall the Culver Community Schools Corporation impose a property tax rate that does not exceed seventeen cents ($.017) on each one hundred dollars ($100) of assessed valuation and that is in addition to all other taxes imposed by the school corporation for the purpose of funding academic and educationally-related programs, increasing student opportunities and students safety, managing class sizes, and attracting and retaining teachers?”
The Culver Community School Corporation is comprised of four townships in four counties: Starke, Marshall, Pulaski and Fulton. The referendum question will be posed to voters in all four townships this November. The Marshall and Pulaski County Election Board members have previously approved the wording to be added to the ballot.

Chaffins stated last week that that there were no cuts expected in this year’s budget.
The tax rates are also set so on-time property tax bills can be produced. According to the Department of Local Government Finance, the county auditor will now calculate tax bills, which the county treasurer should mail to taxpayers no later than April 13, 2018. The spring installment is due May 10.

2017 N.J.-S.P. Budget Approved
2017 N.J.-S.P. Budget Approved
Posted on October 22, 2016Author Michael Gallenberger
The North Judson-San Pierre School Corporation’s 2017 budget was approved this week. On Monday, the Starke County Council approved a resolution setting the appropriations and tax rates in the district. Then on Tuesday, it was the school board’s turn to consider several budget items.
Business Manager and Treasurer Guy Richie told the school board the proposed $7,035,070 General Fund budget is the lowest he’s seen in nearly 30 years at the corporation. He added that the corporation’s proposing $971,262 for the Capital Projects Fund and $215,000 for bus replacement. That includes the purchase of two full-sized buses.
However, Richie says getting another smaller, wheelchair-accessible vehicle will require an extra step. “If you have a bus that’s not 12 years or older, you need a petition,” he explained. “Well, our MPVs – that’s the little white buses – we’ve run a lot of miles between special ed services. They run all day between here, Knox, and Plymouth, and we’re getting an excessive amount of miles on them. So one of them, we want to replace it but not trade it because we need it for a backup.”
Richie noted that the corporation will have a better idea of how many of the buses it can replace once he hears back from the Department of Local Government Finance in December. The North Judson-San Pierre School Board unanimously approved the 2017 Capital Projects and Bus Replacement plans, among other budgetary measures.

State Approves Starke County Budget Order, Tax Rates
AuthorMary Perren, WKVI
DLGF officials say the certification of the budget order allows local governments to better plan for their operations in 2016 based on the approved budget and anticipated revenue figures.
The first step in the process is the completion of property assessments. It culminates with the submission of a ratio study. It’s a comparison between property sale prices and assessed values in the county to ensure market values are being used to determine assessed values. These are typically submitted to the state and approved by May 31st the year prior to tax billing. Starke County’s ratio study was submitted on May 15, 2015.
After the state approves the ratio study, the assessor sends the gross assessed values to the county auditor, who applies exemptions, deductions or abatements to determine the net assessed values. Those are the amounts on which tax rates are based. Starke County’s certified net assessed values were submitted on Aug. 17, 2015.
Now that the DLGF has certified the 2016 county budget, the next steps are handled at the county level. The auditor is to calculate tax bills, which the treasurer should mail to taxpayers no later than April 19, 2016.
