Starke County Auditor Kay Chaffins recently received the budget order for 2018. Starke County was the 82nd county out of the 92 counties in the state to receive this year’s budget.
Chaffins stated last week that that there were no cuts expected in this year’s budget.
The tax rates are also set so on-time property tax bills can be produced. According to the Department of Local Government Finance, the county auditor will now calculate tax bills, which the county treasurer should mail to taxpayers no later than April 13, 2018. The spring installment is due May 10.

Starke County Council Holds Budget Hearings

The Starke County Council members opened public hearings for the 2018 county budgets and the Solid Waste District with no public comment Monday night. The budget presented by the council totals $11,647,011. The General Fund is listed on Indiana Gateway as $7,022,851.
The 2018 Starke County Airport Budget was adopted with a total of $302,659. Phase one of a runway extension project is included for next year. Starke County Economic Development Foundation Director Charlie Weaver explained that the entire project was not fully funded by the FAA so only a portion will be completed with plans to gather grant funding for phase two.
The county council members tabled a request from Coroner Dannie Hoffer for an increase in his pay from $7,500 to $9,000 in the 2018 budget. The council members would like more details on surrounding county wages, death calls, assessed valuation, and a possible job description and position policy manual.
The council members would also prefer that Hoffer use an 800 mhz radio to be called to a scene. There is also a question about his ability to take the vehicle home that is used when responding to calls.
The council will discuss the issue further when they meet in a special session on Thursday, Oct. 26 at 5:30 p.m. in the meeting room in the Starke County Annex Building No. 1 in Knox.

Starke County Council to Meet Tonight

The Starke County Council will meet tonight where public hearings are scheduled for the 2018 county budget as well as the 2018 budget for the Starke County Solid Waste District. The council is also expected to adopt the 2018 budget for the Starke County Airport.
The council held public hearings on these items in a prior meeting, but the hearings could not be counted as legal as a proper quorum was not in place. Three council members were physically in attendance while another was present via teleconference which didn’t count as a legal meeting.
A transfer and appropriation request is also on tonight’s agenda. A monthly report from the Starke County Economic Development Foundation is anticipated and Starke County Coroner Dannie Hoffer will discuss a request for pay increases in next year’s budget.

Starke County Council Approves Three Percent Employee Raise

The Starke County Council Monday night approved a three percent increase for county employees. The council members discussed what sort of impact that will have on the budget and found it would be about a $78,000 increase. They felt that was feasible, but they hope that the state won’t cut too much out of the budget.
The public hearing for the 2018 budget for Starke County will be held on Oct. 2. The budget adoption is scheduled for Oct. 18. Budgets must be approved by Nov. 1.
A request by Coroner Dannie Hoffer to increase his pay and the pay for his deputies was tabled as Hoffer was not present at the meeting to discuss the matter. However, council member Brad Hazelton reviewed paperwork submitted by Hoffer and stated that Hoffer is not the lowest paid coroner in the state as he previously claimed.
Hoffer is seeking a $9,000 pay increase and an increase in pay for his deputies per call. The deputy coroners are required to go to calls with the coroner with any assistance needed, or go in his place if he is not available.
The commissioners previously recommended the increase.

Starke County Council Braces for Budget Hit

The Starke County Council has set a timeline for adoption of the county’s 2017 budget. They’ve scheduled budget workshops on Aug. 22 at 8 a.m. The public hearing on the proposed budget will take place at their Sept. 19 meeting, with adoption on Oct. 17.
Before that process begins, Councilman Dave Pearman wants to keep everyone’s expectations in check.
“We really need to tell everybody that they need to try and cut their budget as much as they can, and we probably need to cut somewhere between $100 and $200,000,” he said Monday.
Auditor Kay Chaffins says budgets have already been turned in. Last year the council reviewed each budget and called individual department heads in to discuss potential cuts. Chaffins says that process worked well.
Pearman also cautioned his fellow council members to differentiate between wants and needs when looking at budgets. Meanwhile, Chaffins is meeting next week with officials from the state Department of Local Government Finance. She says the county will get money back from certified shares this year, but it has already been allocated.
