Now that North Judson Officials are talking website design, members asked Billing Clerk Jennifer Vanek to look into the possibility of paying bills online. She provided some of the information she found at last week’s town council meeting.
Vanek said while researching the options, she found something that would work called Invoice Cloud. She noted that it would be a fee-based system. In order to utilize a debit or credit card, a $2.95 flat fee would be assessed along with a 95 cent fee for electronic checks. She said customers can set up reoccurring payments or sign up for auto pay.
Additionally, customers have the option to sign up for paperless billing. This would help save the town money on postage and paper.
Vanek mentioned that this option would allow customers to view the payments they’ve made and those that are due. She explained, “Just like your NIPSCO, Century Link, or anybody you set up an account with you can go online and look at your statements, you can see everything.”
Vanek noted that if a customer’s payment gets rejected, the Town is charged $15 fee that they then collect from the customer. She asked Town Attorney Justin Schramm if an existing fee would cover that charge. Schramm noted that the fee ordinance would need to be amended to reflect this specific penalty fee.
No official actions were taken but this is an option that officials plan to keep in mind as they start to create the town’s website.

North Judson Fire Chief Shares Ways The Department is Raising Funds for the Town

North Judson Fire Chief Joe Leszek presented council members with a few different ways the fire department is helping bring money into the town at Monday’s town council meeting.
Leszek shared that the fire fighters host a number of fundraisers which prove successful and added that the volunteers also go out of their way to apply for grants. They recently received $8,000 worth of grant funding
“We got a $3,000 dollar Starke County Community Foundation Grant, no match, it’s $3,000 of free money for us. We also got a $2,500 REMC Grant and then we also got a $2,500 Monsanto Grant.”
Leszek explained that the grant funds will be put toward the purchase of brush fire gear for all members and will also be spent to upgrade some leaky tanks on a couple of trucks.
The fire chief also shared the status of a few different township contracts. He explained that Wayne and Jackson Townships have fixed contracts where they pay $10,000 annually. He added that Rich Grove Township, on the other hand, has a contract where they pay $660 per-run.
Leszek said last year, Rich Grove only required 5 runs but this year they had a total of 46, resulting in a bill of $30,360. The payment has yet to be made, however Leszek presented a proposal of how the additional money could be used.
He told council members, “What I’m asking is, since that’s such a huge chunk and unexpected chunk, I believe those contracts usually get paid into the general. I was hoping that we could split that and use $15,000 to reinvest into the department for equipment.”
He said the department is currently working towards a goal of $23,000 to purchase some edraulic extrication tools. Council President Wendy Hoppe said the matter would be taken under advisement and further action could be taken once the funds are received.
Additionally, Leszek said he’s discussed the possibility of implementing a fixed contract with Rich Grove Township. He was asked to come present some additional information at one of their advisory board meetings and then they’d deliberate about which option would be more beneficial to the township.

North Judson Town Board Updates Contractors Ordinance

Contractors or subcontractors doing business in or with the
town of North Judson must obtain a permit from the town and be properly
insured. That’s the gist of the contractor permit ordinance passed on final
reading Monday night by the town board. The new policy does not apply to
homeowners who perform their own renovations. However, anyone hired to build,
remodel or renovate a structure is subject to the law. The contractor must show
proof of public liability and property damage insurance of at least $1 million
and have a certificate of insurance made out to the Town of North Judson.
Permits are not transferable, and the Town of North Judson does not confirm the
actual qualifications of the contractor to do the work. Contractors who do not
obtain permits are subject to fines of $500 for a first offense and additional
fines and legal action for continued violations. Read a copy of the ordinance

The North Judson Town Board will hold a special public meeting on Wednesday, April 2 at 8:30 a.m. CT at the building that currently houses the First Farmers Bank and Trust building at 310 Lane St.
Clerk-Treasurer Donna Henry told WKVI that the bank is vacating the building to move to a different location in town. First Farmers Bank and Trust recently bought Bank of Indiana and will be moving to that location.
The purpose of this meeting is for the board members to inspect the building to see if it would be suitable for a new water department and clerk-treasurer’s office. Henry explained that the current building leaks and the carpet has been wet and dried numerous times. Henry said the environment is not suitable for work.
If the board is interested in the building, Henry said First Farmers Bank and Trust would offer it to the Town of North Judson.
That decision will be made at a later date. The next regularly scheduled town board meeting is Monday, April 7.

No Smoking On North Judson Town Property

The town of North Judson’s no-tobacco ordinance is now in effect, prohibiting smoking or any other form of tobacco use in municipal buildings or properties, including parks. Clerk-Treasurer Donna Henry says the ordinance prohibits smoking and tobacco use on the premises of municipal properties or within eight feet of their entrances.
The ordinance also prohibits smoking in town parks and their park shelters or within 15 feet of the shelters.
The North Judson Town Council held the first and second readings of the no-tobacco ordinance at their meeting on Aug. 20, and Clerk-Treasurer Donna Henry says the council held the final reading on the ordinance at their meeting on Sept. 4.
The ordinance is more restrictive than the state’s Smoke Free Air Law, but only applies to municipal properties.
