Officials in North Judson are seeking public assistance to secure funding in order to comprise an updated Comprehensive Plan, as the Town’s hasn’t been amended for more than 20 years.
KIRPC Community Development Planner Emily Albaugh appeared before the town council on Monday and informed them that North Judson did not receive the Office of Community and Rural Affairs grant they applied for in November.
She explained that the state is currently going through a transitional period and they’re now scoring their planning grant applications the same way they score construction grants. Albaugh said that made the process a bit more competitive and added a few new requirements.
Some feedback the Town received from OCRA was that there wasn’t enough community input in the initial application.
In order to gather more responses from the public, a survey has been comprised which asks citizens to reflect on various items related to North Judson and the necessity of a comprehensive plan. That survey can be accessed on the Town of North Judson Facebook Page.
While the Town Council recently decided to take action about the comprehensive plan because of a requirement for the Regional Stellar Initiative, they’re apparently long overdue for an update according to Albaugh and Clerk-Treasurer Andrew Rowe.
Rowe commented, “It’s been a long time since we’ve had one, so that’s a part of it too, just having a direction to look toward is a big deal.”
Albaugh added, “And we looked it up, 1956 was the original comprehensive plan and it was amended in, I believe, 1998 is what we were able to find…so there’s a definite need.”
Printed copies of the survey can be picked up at North Judson Town Hall. The online survey will be open until this Friday at noon.
Albaugh said she will be in town that day to collect the hard copies and take some photos to include in the application, which is another new requirement.
While a few changes were made to account for the new scoring, the conditions in the application will remain the same. In order to cover the cost of the $44,000 Comprehensive Plan project, the Town is applying for $39,600 Community Development Block Grant that would require a local match of $4,400
Albaugh said that the adjusted grant application will be resubmitted on January 15th and the award announcement should be made by the end of the month or in early February.

North Judson Town Council Takes Steps to Secure Funding for a Comprehensive Plan

North Judson officials took an important step last Monday to secure financial assistance for the creation of a comprehensive plan. An up-to-date comprehensive plan is one of the requirements for the county-wide Regional Stellar Initiative.
The total cost of the comprehensive plan project is $44,000 which is $6,000 less than what was originally anticipated. To help pay for the plan, the Town is applying for $39,600 Community Development Block Grant that is offered through the Office of Community and Rural Affairs.
Members held a hearing over the grant application during last week’s meeting where KIRPC Community Development Planner Emily Albaugh mentioned that a match of $4,400 must be provided to cover the remainder of the cost.
The initial cost estimate for the match was $5,000 so officials will be spending even less than they expected. The money for that match will come from the Town’s cumulative capital development fund.

During public input, a citizen asked Albaugh about North Judson’s chance of being awarded this grant.
Albaugh responded, “They are turning a little more competitive, I will say that. However, we have been told through our community liaison that if it’s not awarded on the first round, it will definitely be awarded in the second [round].”
In addition to holding the public hearing, members also approved a resolution that authorizes the grant application submission and confirms the Town will provide their local match. That resolution passed with a unanimous vote.

Comprehensive Plan Timeline Shared with North Judson Town Council

The North Judson Town Council received a schedule of upcoming dates related to the creation of a comprehensive plan.
As a reminder, a comprehensive plan is one of the requirements to be eligible for OCRA’s Regional Stellar Initiative. North Judson officials are coordinating with the Kankakee Iroquois Regional Planning Commission on the matter.
NJ Clerk-Treasurer Andrew Rowe alerted town council members on Monday that KIRPC provided him with a timeline of important dates related to the process.
He noted that statements of qualification will be received by October 9th and town officials will review the list on the 10th and 11th. Next, they’ll begin interviewing the companies vying for the opportunity to create the town’s comprehensive plan on October 18th and a selection will be made that day or on the 19th.
Rowe added that the goal is to submit the necessary documents to OCRA by November 15th. He reminded them that the town will be obtaining a grant that will assist with the cost. The Town just has to pay $5,000 for the plan and then the remaining $45,000 will be provided.
He said they’re hoping this portion of the Stellar process will be completed by the end of the year.
