Starke County Emergency Management Agency Director J. Nier is still waiting to hear back from FEMA representatives about individual assistance for the county.
When FEMA initially declared which counties were eligible for individual assistance for flood damage, Starke County was not included. However, Nier explained that was due to an error with the organization’s reporting app, not because the county didn’t need the help.
She reported, “FEMA had an app that they originally had us using. Well, they found out that there were some glitches in the app. So the good thing is that I actually documented everything on paper and had pictures to back it up.”
After Nier submitted the necessary documentation through the proper channels, FEMA representatives were sent out to evaluate the status of the county. On Friday, FEMA crews began conducting individual assessments on damaged homes.
Nier added that aside from structural assessments, the individuals living in the damaged homes will be interviewed as well.
Starke County has already been deemed eligible for public assistance through FEMA, which allows for federal funds to be utilized by department heads for flood-related infrastructure repairs. If individual assistance is provided, federal funds will be available to assist homeowners with costs related to repairing the flood damage on their own properties.

New Starke County EMA Director Named

The Starke County Commissioners welcomed a new Starke County Emergency Management Agency Director Monday night.
Jean Nier will be filling the position as unanimously approved by the commissioners. Commissioner Kathy Norem noted that the position will be full-time.
“I think the commissioners would like to offer her a full-time position as our EMA Director,” said Norem. “When we looked at the parameters that the council established for us I think we could start her at $33,000 with another $1,000 after 90 days and another $1,000 after six months which would be a total salary of $35,000.”
Norem said Nier brings a lot of knowledge to the position.
“Jean comes to the job with more than six years of experience with half of it as a previous county EMA director and the other half as an employee working for the state Department of Homeland Security in this particular role.”
Nier will begin as the new Starke County EMA Director on Tuesday, Oct. 17.

Starke County Council Sets Hourly Pay Rate for EMA Director

The Starke County Council has set a pay rate for the county’s next Emergency Management Agency director. Former director Jacob Lippner was fired by the county commissioners back in May. They’ve since decided to make the position a part-time job going forward.
Council members decided Monday to set an hourly pay rate ranging from $15.50 to $18.50, depending on the new director’s education and experience levels. The EMA director is expected to work no more than 20 hours a week, under normal circumstances. That rate will be added into the county’s 2017 salary ordinance.
The county commissioners and members of the EMA Board plan to interview candidates for the position during an executive session Monday. The commissioners hope to hire a new EMA director during their next regular meeting.

Starke County EMA Director Position to be Part-Time

The Starke County Commissioners made a decision concerning the employment status of the Starke County Emergency Management Agency Director.
During their Wednesday night meeting, Commissioner Kathy Norem noted that when former EMA Director Ted Bombagetti was at full-time status, half of his salary and benefits were reimbursed by the state while 25 percent of Mary Lynn Ritchie’s salary and benefits was reimbursed as the director’s secretary. With a part-time position, only 50 percent of the director’s salary would be reimbursed. It would be a cost savings to the county, but Norem was unsure how much, if any, would be reimbursed when it comes to Ritchie’s salary.
Commissioners Norem and Charlie Chesak approved a motion to make the Starke County EMA Director a part-time position. Commission President Donnie Binkley was absent from the meeting. The commissioners will have the option of making the position full-time if several factors come into line.
Several applicants have expressed interest in the EMA Director position. Norem stated that the EMA Board will need to be notified to convene in order to interview candidates. The EMA Board will then recommend a candidate to the commissioners for hire.
