More than 100 rural infrastructure projects across the country, including one here in Starke County, are being funded thanks in part to the U.S. Department of Agriculture’s Water and Waste Disposal Loan and Grant Program.
The Town of North Judson received a $3,892,000 loan from the USDA to assist with their sewer improvement project. According to an announcement released this week, the Rural Development investment will be used to convert a portion of the town’s combined sewer collection system into separate sanitary and storm sewers.
The loan terms state that the Town will pay the money back over the next 40 years at a rate of 2.125 percent.
NJ Clerk-Treasurer Andrew Rowe noted that he received a confirmation on Monday, stating that the loan was officially approved. He added that the loan money has not been received yet and that it will not be provided until the end of this year or the beginning of next year.
Altogether, the USDA invested $277 million dollars in 103 infrastructure projects in 35 states. The funds can be used to finance drinking water, stormwater drainage and waste disposal systems for rural communities with a population of 10,000 residents or less.

North Judson Formally Submits Grant Application for Water Tower Project
The Town of North Judson continues to move forward with its efforts to obtain grant funding for its water tower rehabilitation project. Clerk-treasurer Alicia Collins says the grant application has been submitted, and now the town is waiting for official approval.
North Judson has already qualified for state funding, based on the results of income surveys taken last year. The grant will help pay for maintenance work to the town’s two water towers.
Meanwhile, the town is also starting the process of submitting another grant application. Last month, a representative from Commonwealth Engineers approached the council with a proposal to update the long-term control plan for the town’s wastewater treatment plant. The plan would help the town make decisions about future wastewater improvements and anticipate needs that may arise in the future.
Commonwealth Engineers says the plan will cost a total of $37,500, but grant funding from the U.S. Department of Agriculture’s Rural Development office would cover 75 percent of the cost. This week, the North Judson Town Council decided to start pursuing that grant, by notifying Rural Development officials of the town’s desire to apply for the funding.

USDA Touts Rural Development Efforts
The United States Department of Agriculture is giving itself a pat on the back discussing programs available to rural residents in Indiana.
Key among the USDA’s programs is its financial support for water and sewer systems, housing, and emergency services facilities.
The federal branch’s Rural Development operations have provided more than $213-billion in loans and guarantees to aid in economic development in rural areas of the country. $780-million of that was distributed throughout Indiana’s 92 counties.
Apart from its broad reach, the USDA says it is looking to help businesses, residents, farmers and ranchers through their outreach programs. Officials with the Rural Development operation say that those interested are able to reach out to the local offices based in Knox.
