North Judson San Pierre school board members held a hearing over the 2019 budget, capital project plan and bus replacement plan when they met on Tuesday.
No public comments were provided. The hearing was adjourned and members moved onto the budget adoption section of the meeting, where a number of items were listed for their consideration.
In addition to adopting the 2018 General Fund and Rainy Day Fund appropriations reduction resolutions, members adopted the budget and the capital projects and bus replacement Plans for 2019.
Members also adopted a resolution for an advertised budget reduction, resolutions to establish the Education and Operation Funds, as well as resolutions to establish the initial funding for those funds.
The final resolution permitted funds to be transferred from the Education Fund to the Operation Fund.
Superintendent Dr. Annette Zupin provided some clarification about this resolution, stating that certain non-education related expenses that used to be paid out of the General Fund will now need to be paid out of the Operation Fund.
However, since the funds that were previously stored in the General Fund will now go into the Education fund, a resolution has to be in place to allow those transfers to be made. Zupin added that any future transfer requests will still need to come before the school board for approval.

Starke County Commissioners Submit Budget for Consideration

Commissioner Kathy Norem submitted budget figures for the 2019 Starke County Commissioners budget in the General Fund to Auditor Kay Chaffins when the commissioners met last week.
Norem explained that there aren’t too many line items in the budget, but it is one of the biggest funds as they take care of the payment of health insurance and benefits.
A lot of the line items will be the same as last year including the commissioners’ salaries and P.T.A.B.O.A. board, unemployment, tax sale, travel expenses, dues and subscriptions, soldier monuments, Starke County Fair Board, Community Services of Starke County, Marshall-Starke Development Center, Starke County Historical Society, 4-H Clubs, other services and charges, animal control, and courthouse monument flags.
Norem said the biggest increase proposed in the budget is a 10 percent increase for insurance costs. She said the costs seem to increase every year so they will be ready for it in 2019. An increase to the county attorney was proposed as well as money for legal fees, workman’s comp and juvenile detention efforts.
A reduction in liability insurance was requested in next year’s budget.
The commissioners voted unanimously to submit the proposed budget to the auditor to include in upcoming budget discussions. Chaffins said Social Security and PERF amounts are estimated. The budget is around $2,720,000.

First National Bank of Monterey Provides Presentation to North Judson Town Council Members

The North Judson Town Council was informed that First National Bank of Monterey is willing to raise the town’s interest rate on their general fund when members met Monday night.
The Town currently has their general account at the First National Bank of Monterey and has recently been considering a switch over to First Farmers Bank and Trust. When members met for their first April meeting, Mike Pazin with FFBT stated that the bank could offer the town an interest rate of 1.34 percent on their general fund if they switched over.
At the time of Pazin’s presentation, Clerk-Treasurer Andrew Rowe had reached out to First National Bank of Monterey and was told they would only be able to raise the town’s current rate of .45 to .7 percent.
However, Bank Manager Brandon Collins appeared before the council this week to report that an even higher raise is possible. He said keeping the town’s business is very important so he arranged for a meeting with the bank president and other officials.
Collins reported, “We were able to come together and move a rate. It was overall a public offered rate, it’s our money market account, and we moved that top tiered rate to the 1.40 percent.”
Collins added that as in the past, the town would continue to have no service charges or transaction fees.
Members didn’t take any official actions on the matter. They agreed that the new information will be taken under advisement before making any final decisions about whether to move the account or keep it where it is.

Starke County Council Approves 2018 Budgets

The Starke County Council held the county’s 2018 budget and the 2018 Starke County Solid Waste budget adoptions in a special meeting Thursday night.
The Starke County Solid Waste budget totals $205,244 while the county’s 2018 budget totals $11,647,011 with a General Fund just over $7 million. The highway’s budget is just over $3.4 million. The Cumulative Bridge Fund was approved at just over $260,000.
There were four out of the seven county council members present for the vote which acknowledged a quorum and all budgets passed unanimously.
