Starke County Sheriff Updates Commissioners on CAD System

Starke County Sheriff Bill Dulin and IT Director Richard Franks are working on updating the Computer Aided Dispatch system.

Dulin told the Starke County Commissioners last week that the Knox City Police Department, North Judson Police Department and the Hamlet Police Department have been asked to contribute money toward paying for licensing, support and maintenance for their participation in the system.  County Attorney Marty Lucas will be drafting a letter that specifies the amount that would need to be budgeted for 2020 when local government officials begin budget discussions in July.

This year’s contribution will be included in the grant.

The current system is outdated and no longer meets compliance to support securities.

A $100,000 State Homeland Security Program grant was obtained to help toward the cost of obtaining the new system that will better update calls and information for police. In addition, the Starke County Probation Department will help with the cost with $30,000 in funding along with $15,000 from Starke County Community Corrections.  The remainder of the funding comes from the county.

The Starke County Commissioners learned last week that the county is the recipient of a grant to help pay for a new Computer Aided Dispatch (CAD) system for the Starke County Sheriff’s Department.

The system would be $253,555 for dispatch, mobiles, Mobile RMS and InterAct RMS, while the JailTracker software would be an additional $55,394 for a total cost of just about $309,000. After the second year of usage, an annual maintenance fee will go into effect that is $23,597.

Starke County EMA Director J. Nier helped secure a $100,000 State Homeland Security Program grant to help toward the cost of obtaining the new system that will better update calls and information. In addition, the Starke County Probation Department will help with the cost with $30,000 in funding along with $15,000 from Starke County Community Corrections.

Another $50,000 grant is still outstanding for part of the system as well.

County Attorney Marty Lucas found a few things that needed to be changed in the contract that the company, Caliber, agreed to and the commissioners signed the paperwork.

A kick off meeting to determine the installation timeline is set for Wednesday.

Starke County Court Services to Help Fund CAD System

The combined offices of the Starke County Probation Department and Starke County Community Corrections are helping to fund a new Computer Aided Dispatch (CAD) system for the Starke County Sheriff’s Department.

Starke County Court Services Director Shawn Mattraw made the announcement during the Starke County Commissioners meeting on Monday night.

“Commissioners, I’m pleased to announce that Starke County Court Services will be making a one-time monetary donation in the amount of $45,000 to go to the Starke County Sheriff’s Department to be used to defray the cost of the CAD system,” said Mattraw. “I’d like to publicly acknowledge Probation Supervisor Chuck Phillips and Community Corrections Office Manager Jennifer Strickland for their respective roles in allocating these funds to assist the Sheriff’s Department.”

A portion of that allocation is from grant money while the other is coming from the CTP fund within the Starke County Community Corrections budget.

Sheriff Bill Dulin and IT Director Richard Franks are still working out the details to secure the program and more work is being done to gather the funds to purchase the Caliber CAD system. The quote is around $250,000 and that quote has been extended from the end of June.

Dulin said he will talk to the company this week to let them know that financing is still in the works. Starke County EMA Director J. Nier added that she’s also submitted a grant to help fund the purchase, but the award notification may not be for another 60-90 days.

A fund will be included in the budget as money comes in for the CAD system.

Starke County Commissioners, Council Discuss Jail CAD System

Starke County Sheriff Bill Dulin shared information with the Starke County Council and Starke County Commissioners Monday night about the need for a new Computer Aided Dispatch (CAD) system for emergency services.

Dulin explained that police, fire, EMS, Starke County Probation, Starke County Prosecutor’s Office and Starke County Community Corrections use the CAD system which logs information about all of the calls the county receives. The current system is outdated which is causing several issues for first responders. Sometimes the wrong address is given to officers and emergency personnel because the computer system doesn’t have the right location of the caller. Other times, dispatchers could have one call open, begin another, and the other original call screen disappears. Dulin said an alert to check on officer safety doesn’t update and the system doesn’t code the correct data when it comes to officer badges in specific jurisdictions.

IT Director Richard Frank said the current company no longer provides adequate tech support for which the county pays an annual $12,000 maintenance fee.

Dulin hopes that the county would be able to go with a Caliber branded system, but even the less expensive system with just basic capabilities to be used by the dispatch center, jail and all of the county’s mobile units would cost in the neighborhood of $250,000. Dulin said all police departments, fire departments and the county’s EMS system would have access to the records as well as the prosecutor’s office, probation department and Starke County Community Corrections.

County Attorney Marty Lucas will be looking into proper acquisition of bids for the potential purchase of a CAD system while the county officials encouraged Dulin to seek funding from all of the other jurisdictions that utilize the service to help pay for the system.

No decision was made by the council or commissioners. More information will be brought forward in a future meeting.
