7/23/2015 Plaque Unveiling At 2 & 4 North Main St, Knox

Please join us for a short ceremonial plaque unveiling at 2 and 4 North Main Street, Knox, former home of the Starke County Economic Development Foundation (SCEDF), to recognize this historical location, on Thursday, July 23, 2015, at 11:00 a.m. CDT.    The plaque is required by the Indiana State Historic Preservation Office due to the funding source of the demolition project.  The plaque was funded by the SCEDF and will educate citizens on the history of the site.

STATEMENT OF SIGNIFICANCE
2 North and 4 North Main Street
(Koffel Building – 1891)
Knox, Indiana
April 1, 2013

The building comprising 2 North Main Street and 4 North Main Street in the City of Knox, Starke County Indiana was constructed in 1891 and was also known as the Koffel Building.  It is part of the Starke County Courthouse Historic District.  It is located in what became the main downtown central business district.  Although there were other business buildings on other streets in the Knox Downtown business district, those streets did not house the most prominent businesses.  This specific area is the first two blocks of Main Street located south of the southwest corner of the Starke County Courthouse Square.  The current Starke County Courthouse was erected during the years 1897 and 1898.   The then existing courthouse, a two-story columned white wooden structure, was relocated to permit construction.

The east side of the first block of Main Street south of the Courthouse Square became known as the Koffel Block; presumably because the Koffel Building predated many of the other buildings on the east side of that block on Main Street.  In 1892 the two blocks of Main Street south of the Courthouse Square were laid in brick.  Electricity was installed in 1895 and water was installed in 1908.  This two block area became the core of the downtown business district of Knox, Indiana. 



Healthy Challenge Series Notches Another Victory

Score another victory for the Moving Starke County Forward Healthy Challenge Series. Participants took the checkered flag in the Hamlet 500, by walking, running, biking or otherwise recording 1,184 fitness miles. Arlene Noble notched 145 miles, and Team Bourff posted 235. They all earned t-shirts.

The next challenge in this summer’s racing-themed fitness campaign is the San Pierre 500. It begins July 16th and continues through the 31st. It’s not too late to sign up and track your miles. Visit the Moving Starke County Forward Facebook page for more information. NASCAR prizes will be awarded to the top finishers when the challenge series ends Aug. 29th.

A Service Dog Is A Working Dog

Please remember that when a service dog is working it is NOT just a cute pet, they are there to provide assistance to someone with a disability - seen or unseen.

Hailey Ashmore has several conditions, including: epilepsy, Ehlers-Danlos syndrome, postural orthostatic tachycardia syndrome, reactive hypoglycemia, severe allergies, gastroparesis, and asthma.  To read about her story click on the link below.

Clerk’s Office Says Chances “Very Low” Unrecognized Resident Cast Ballot in North Judson Town Election

Officials with the Starke County Clerk’s office says they have methods in place to ensure residents cast election ballots in the proper place.

The comments follow the realization that the Town of North Judson did not properly file an annexation ordinance from 2001, and an ordinance outlining election Wards from 2012, with the Starke County Clerk’s office. Because the ordinances were not properly filed, the Starke County Clerk’s office is unable to recognize them until they’re recertified.

Starke County Clerk Vicki Cooley has previously commented on the possible implications, saying she does not know at this time if its possible individuals residing in the annexed sections of North Judson could have cast a ballot in a Town election, incorrectly.

Poll books are used to cross check an individual’s residency prior to casting a ballot in Starke County. Officials with the Clerk’s office, however, say that if it was possible for an individual residing in the annexed portion of North Judson to vote in a Town election, the chances are considered “very low” that it happened.

WKVI has requested information for elections held in North Judson between 2001: when the annexation ordinance was approved, and the Municipal Primary in 2015 – which was the last election prior to realizing the error. That process may take several days to complete, according to the Clerk’s office.


Cooley says she plans to address the matter with the Indiana Secretary of State’s Election Division in the near future.

Hoosiers Urged to Report Uninsured Storm and Flooding Damage

Hoosier homeowners, renters, businesses and private nonprofit organizations that sustained uninsured damage as a result of recent flooding and severe storms are urged to report that damage online.

Any damage incurred on or after June 7th can be reported by visiting https://myoracle.in.gov/hs/damage/ia-public.do?method=active&incidentId=IA20150708112230.

Individuals will need to provide their name, address, telephone number and the type of damage the property sustained. This can include structural damage to homes and loss of personal property. The information submitted will be used by local emergency management agencies and the Indiana Department of Homeland Security to determine if federal assistance can be pursued. It is NOT an application for federal or state aid.

Any questions can be directed to the emergency management agency in the county where the damage occurred. Contact information can be found here: http://www.in.gov/dhs/2797.htm.


Individuals without access to the Internet are encouraged to contact a friend, family member or neighbor for assistance or visit a library, community center or other public facility with computers available for use. If none of those options are available, contact the county emergency management agency to report damage.

Starke County Commissioners Reaffirm Support for Redevelopment Commission

The Starke County Commissioners hope to revive the long-dormant county redevelopment commission by appointing new members. It was established in 2006 to oversee a tax increment financing district set up by the county as part of the effort to bring Sysco to Hamlet.

Tax increment financing, or TIF, districts allow property tax money generated in a specific area to be recaptured for infrastructure improvements in the area. By doing so, the land becomes more attractive to other potential business and industrial tenants. The five parcels of land in the Sysco TIF district have generated $15,427.71 for the county. That money is receipted by the auditor and parked in a special account.


The commissioners previously discussed disbanding the redevelopment commission but decided to keep it in place so it will be easier to establish any future TIF districts should the need arise. They will appoint three members and a non-voting advisor from the Oregon-Davis School Board at their mid-July meeting. The county council will make the remaining appointments to the redevelopment commission.
